Tackling child poverty through supporting and strengthening families

Conference date: 30th November – 2nd December 2011
Location: Cardiff, Wales
Co-host: Children in Wales
Eurochild – the European network of organisations promoting the rights and welfare of children in Europe – takes the opportunity of its8th annual conference to look at how family support impacts on children's well-being and outcomes. We will focus on supporting the most vulnerable families and children from an empowerment perspective. The UN CRC principles will underpin this conference, which is co-hosted by Children in Wales, a founding member of Eurochild.
Child poverty prevents children and young people from achieving their full potential and autonomy, and affects their health, their personal development, their education and their general well-being. Child poverty is often passed from one generation to the next, at huge cost to society due to lost social and human capital. Eurochild believes that supporting and strengthening families most in need is crucial for tackling child poverty and breaking the intergenerational transmission of disadvantage.
This conference has five overarching objectives:
  • Share 'inspiring practice' from across the UK and Europe in integrated family support services.
  • Gain knowledge & understanding on how family support impacts on children’s well-being and outcomes and is underpinned by the United Nations Convention on the Rights of the Child.
  • Ensure the voices of children and parents who have benefitted from support services are heard and listened to.
  • Strengthen collaboration and exchange among policy makers, practitioners and researchers in children’s rights and well-being across Europe.
  • Provide inputs to EU policy debates on fighting child poverty, promoting children’s rights and well-being, and on supporting and strengthening families.

Children’s Rights for All! Training Seminar for National Experts

From 20-21 May, National Experts from 23 European Union countries met in Prague for a Training Seminar on the research method to be used for their national reports on the implementation of the UN Convention on the Rights of the Child from the perspective of children with intellectual disabilities.  The seminar was led by representatives from the project partners: Inclusion Europe, Eurochild and the Faculty of Education at the Charles University, Prague as well as the project researcher.
The group of experts covers a wide spectrum of EU Member States: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and the UK. The group of high caliber experts selected includes representatives from national disability and children’s rights organisations, lawyers and academics.
The research will focus on five different areas, namely:
  • Inclusive education
  • The family and de-institutionalization
  • Health care
  • The promotion and participation of children
  • Abuse
For each of the different areas, the National Experts will conduct qualitative and quantitative research. This will involve research on the national and alternative reports on the UN Convention on the Rights of the Child, as well as interviews with children with intellectual disabilities themselves and their parents.
The national reports will be produced over the next six months. They will then be used to create a European Comparative Report to compare the situation across Europe. Following this, Policy Recommendations will be developed at EU and national level on how to improve the lives of children with intellectual disabilities throughout the EU. The research results will be launched at the European Conference on Children’s Rights in Brussels from 20 - 21 October 2011.

EUROCHILD ANNOUNCEMENT

Announcement

Child Ambassadors will warn the EU about the danger
of ignoring child poverty

Children and Young people will meet next week in Brussels to discuss child poverty
and to present solutions to the European institutions

On 11-16 July, 33 young people from 9 European countries will gather in Brussels to discuss and present how children in their countries experience poverty and social exclusion.  Together they will develop some common messages on what can and should be done by decision-makers to ensure that every child has equal chances in life and is not marginalized by social or economic disadvantage.

These messages will be presented to representatives of different EU institutions: members of the European Parliament, the European Commission, the European Economic and Social Committee, the Fundamental Rights Agency. The kids will also have the chance to work on the best ways to present and communicate their messages through film, animation or graphic design.

On Thursday 15th July, the kids will meet with Philippe Courard, Secretary of State for Social Integration and the Fight Against Poverty in Belgium, which currently carries the Presidency of the European Union. The Belgian Presidency has committed to put the fight against child poverty at the heart of their Presidency agenda. The children should provide some good ideas on how this fight can be won.

The event is part of the 2010 European Year against poverty and social exclusion. It is organized by Eurochild, an European umbrella network of organizations promoting the rights and welfare of children. Eurochild is leading a campaign ‘End Child Poverty’ which aims to gather signatures and messages, particularly from children and young people themselves, to be presented at the end of the year to EU leaders, to demand that leaders ‘do everything possible to end child poverty now’.  In the words of Lavinia, a 25 year old from Spain, “Stop poverty now. Tomorrow can be too late!”.

The children’s delegations come from: Belgium, Bulgaria, Croatia, Cyprus, Finland, Hungary, Italy, Portugal and the UK.  All of the children have been working on the issue of poverty and social exclusion in their home countries and come from organizations working with disadvantaged children and/or those that promote children’s participation.  The results of the event will be presented at the Belgian Presidency conference on child poverty and well-being, which takes place in Marche-en-Famenne 2-3rd September 2010.
